This initiative coordinated by the Ministry of the Environment and supported by other Ministries was intended to promote discussions on the basis of the future National REDD Policy with the governmental departments and agencies, civil society’s organizations, social movements, research institutes and the private sector. In order to organize these discussions, general meetings with representatives of social sectors and the government were promoted from July to November, 2010. Three working groups were formed to debate on (1) institutional arrangements, (2) mechanisms of benefit distributions and safeguards, and (3) financial mechanisms. In addition, a special working group with experts on climate change and carbon market issues was created. These three groups were charged with the task of developing the main elements for the establishment of national strategies for REDD. Regarding REDD+ National Strategy’s outcomes, a partial outcome was presented by each group in November 2010. The documents present: considerations and proposals on benefit sharing mechanisms, safeguards and entitlement for the National REDD Policy, a calendar of proposed activities and a Organogram of Institutional arrangements for 2011 and a map of the financial sources and the various methods of applications of them as well as possible financial flows in a national mechanism for REDD. These working groups were expected to continue in 2011 until all the strategic components have been defined. So far no clear indications that this will happen were provided.

Management and coordination
The initiative is coordinated by the Ministry of Environment and supported by other ministries, such as the Ministry of Foreign Affairs, the Ministry of Science and Technology, the Ministry of Agriculture, Cattle and Supply and the Ministry of Finance. Official estimates show that 117 people were working in those working groups. Besides the public sector (federal and state institutions), representatives from the private sector and civil society organizations were also presented in each one of the groups. With the second group - mechanisms of benefit distributions and safeguards – being the group in which the civil society organisations had their greatest representation.
Stakeholder engagement and participation
Stakeholders were invited to all the discussions, however due to budget restriction and logistical assessments some organisations could not be represented in those working groups or could not participate in all the physical meetings that were held in Brasilia only.
Rights and tenure
The Plan does not address yet rights or tenure issues in particular, however group 2 made recommendations that the activities developed under the REDD+ mechanism would aim to help regularize the rights and tenure of the lands in the Amazon.
