Monitoring, Reporting and Verification System Roadmap

The overall goal of the Monitoring, Reporting and Verification System Roadmap is a process of capacity building to establish sustained Monitoring Reporting and Vefification for implementing REDD policies and results-based compensation in Guyana in the long-term. This forms a key a contribution to Guyana's low carbon development pathway and support for the sustainable development of natural resources.

The roadmap has three phases, a national strategy (2010), country readiness (2011/2012) and impementation (post 2012). The focus of the national strategy was on gathering information and filling data gaps; in the country readiness stage Guyana will develop capacities, conduct historical monitoring, implement IPCC tier 2 national forest carbon monitoring, establish a reference level and report on interim performance. In the final phase Guyana will establish a consistent and continuous MRV supporting national REDD+ actions and international IPCC GPG-based reporting and verification.

In fulfilling the roadmap Guyana has issued bids for two consultancies, one on assessing historical levels of deforestation which is now complete, and one ongoing on assessing degradation levels.

Management and coordination

Execution of the roadmap will be centralised at the Guyana Forestry Commission.

Stakeholder engagement and participation

The MRV roadmap was developed based upon a workshop with stakeholders focused on current data availability and capacities.

MRV

The MRV system roadmap aims to establish a national-level MRV incorporating capacity for forest monitoring using remote sensing and GIS, capacities for forest carbon measurement through permanent sample plots and to scope and evaluate a sub-national, activity-based measurement program.
