This Decree determines the principles, procedures, and measures regarding granting of state land for lease or concession with the aim to ensure the uniform management and use throughout the country, to boost the development of state land, to turn land into capital, to promote the investment for cash crop production and for services, and to build income for the state budget.

Part I consists of General Provisions and Section 1 of Part II consists of state land lease for different purposes. Part III provides information on land concession. The implementation of land lease and concession is described in Part IV and land conflicts and resolutions are in Part V. Part VI describes the management and monitoring of state land lease and concession.
