The National Development Plan 2007-2012 represents Mexico’s main planning instrument that contains the government’s development guiding principles, as well as objectives and strategies to achieve them. Sustainability is one of its main principles. Sectorial programs have to include sustainability elements to support the plan. The 2007-2012 is the first national development plan that includes strategies and objectives related to climate change, demonstrating that the Mexican Government recognizes the importance of public policies in reducing the impact of GHG emissions. In the framework of sustainable development, climate change objectives are pursued along with social and economic goals. As mentioned in Mexico's REDD+ Vision (2010), REDD+ will be aligned to the NDP's specific objectives and guiding principles, specifically under the principles of fostering a competitive economy and job creation, equal opportunities, environmental sustainability, an effective democracy and responsible foreign policy.

Management and coordination
Under the coordination of the National Development Plan, the sustainable development section is shared by the diverse ministries and federal agencies.
Stakeholder engagement and participation
The Democratic National Planning System specifies that citizens have a voice in the elaboration of the National Development Plan. The process of public and open participation includes 1) roundtables with members of various committees of the House of Representatives and the Senate, 2) roundtables with political parties, 3) forums conducted by various ministries and Federal government agencies, 4) public consultation conducted by the Office of the President through a telephone consultation center, written consultation forms through the Mexican Postal Service, as well as website consultation and receipt of documents and proposals by the office of the Presidency, and 5) meetings with specialists.
