This Federal Government horizontal policy instrument is designed to help meet national mitigation and adaptation objectives and goals for the 2009-2012 periods by promoting sustainable development, working toward energy security, encouraging clean, efficient and competitive production processes, and guaranteeing the preservation of natural resources. Furthermore, the Program includes a long-term vision for 2020, 2030 and 2050. It contains 41 mitigation objectives and 95 related targets.

Chapter 2 of the document enlists mitigation opportunities from agriculture, forests and other land uses, where REDD+ is included. Objective 2.3.6 proposes mitigation emission reductions from the forestry sector and those resulting from land use change through programs that protect, conserve, and use forest ecosystems and soils in a sustainable manner. Objective 2.3.7 proposes increasing the potential of forest carbon sinks through afforestation and reforestation efforts. Objective 2.3.8 recommends halting the advancement of the agricultural frontier on forests. Objective 2.3.9 proposes a reduction in forest fires caused by agricultural burning and forestry.

Elements of REDD

Management and coordination

Following the publication of the National Climate Change Strategy, the various government agencies participating in the Interministerial Climate Change Commission (CICC) began preparing the Special Climate Change Program (PECC). The PECC is based on previous planning work. It develops and finalizes the guidelines contained in the “Toward a National Climate Action Strategy” (HENAC), the 2007-2017 National Development Plan, and the National Strategy on Climate Change (ENACC). A number of meetings, plenary sessions and bilateral agreements for the development and evaluation took place.

Stakeholder engagement and participation

The PECC is the result of a broad stakeholder participation and coordination (including various bilateral and plenary meetings). Especially worth mentioning is the Public Consultation on the PECC carried out in June 2008 with a range of social groups, and coordinated by the Climate Change Advisory Council (C4) and the Advisory Councils for Sustainable Development (Consejos Consultivos para el Desarrollo Sustentable; CCDS).

Compliance (incentives and enforcement)

The Ministry of Environment and Natural Resources (SEMARNAT), along with the CICC, must assess compliance with PECC commitments. Objectives and goals set by the PECC relating to agriculture, forests and land use will be addressed through the General Law for Sustainable Forest Development’s framework. SEMARNAT and the Environmental Protection Agency will coordinate enforcement to strengthen compliance on environmental issues.
