This National Reforestation Strategy (NRS) recognizes that forest and land management is both the responsibility of the state and civil society. The interaction between the state, institutions and users of forest land should be efficient and durable. The stategy further ensures that cultural, including ethnic and gender aspects. are considered in enhancing forests and in reaching sustainable development.
