This act was formulated to overcome some inherent weaknesses of the Forest Ordinance and to provide for the preservation of unique ecosystems and genetic resources, physical land, biological formations and precisely delineated areas constituting the habitats of threatened plant and animal species of universal scientific or conservation value. This law provides legal provisions for the management of very special protected areas. Activities permitted within a national heritage and wilderness area are restricted to the observation of fauna and flora and scientific research. This law is administered by the Forest Department.
