The
Cabinet of Ministers of the Government approved the decision to establish the
National Council for Sustainable Development (NCSD) and to formulate the
Haritha (Green) Lanka Programme on June 23, 2008. The Programme aims to
mainstream the subject of 'Environment' into the national development planning
process. The action plan has ten missions: Clean air; saving the fauna, flora
and ecosystems; meeting the challenges of climate change, wise use of the
coastal belt and sea around, responsible use of the land resources, doing away with waste
dumps, water for all, greening cities for health and prosperity, greening the
industries, and knowledge for right choices. The programme includes short, medium and long
term targets for the period 2010 to 2016 with performance indicators to monitor
its progress.

Management and coordination
National Council for Sustainable Development (NCSD) chaired by the Sri Lankan president is responsible for overall management and coordination. MoE acts as the secretariat and the Ministry of Plan Implementation monitors progress.
