This law governs the powers and responsibilities of the State in respect to the administration and use of land; and the rights and obligations of land users. The law covers land ownership, the state administration of land, who and what can use land, classification of land, prohibited conduct, land zoning and mapping, allocation of land, land recovery, and land use rights.
