The Strategy is Vietnam's guiding instrument for its environmental protection work until 2020. In addition to a general assessment of the environment of the country, it presents the guiding views on; and objectives and activities of, and solutions to environmental protection. It covers land matters, water conservation, biodiversity, forest cover, and air pollution. It also outlines future environmental challenges for Vietnam, including the dichotomy between economic growth and sustainable development, as well as global concerns such as the rise in greenhouse gases.

Elements of REDD
Management and coordination
The Ministry of Natural Resources and Environment (MONRE) is the national focal point and is charged with collaborating with line ministries and the People’s Committees (PCs) of provinces and cities to implement the Strategy’s activities and solutions. The strategy sets out where other ministries should take the lead on policies, including the Ministry of Industry for having primary responsibility for pollution prevention.
Compliance (incentives and enforcement)
The strategy advocates improving the enforcement of laws, including the Law on Environmental Protection. It suggests that the best way of doing this is through better improving the capacity of those monitoring and managing the implementation of the law by the State.
