Social and Economic Development Plan 2006-2010 (Vietnam)

The general goals of the Social and Economic Development Plan are to: Boost economic growth rate, achieve rapid and sustainable development, improve people’s material, cultural, and spiritual life, as well as creating the foundations to make Vietnam a modern industrial country by 2020. 

One of the eight 'main tasks' articulated in the plan is to protect and improve ecological environment. 

The plan commits to a number of environmental targets, including increasing forest cover in Vietnam to 42-43%. The plan also commits Vietnam to having 100% of industrial zones and export processing zones equipped with centralized wastewater treatment systems, with 90 % of solid waste collected and treated, 80% of hazardous waste and 100% medical waste treated.

The plan also promises to mainstream environmental protection into socio-economic development plans to achieve 

the sustainable development goals of the country.

Elements of REDD

Management and coordination

The plan urges close coordination and cooperation between ministries and central sectors, central government and localities, the State and companies in the implementation of commitments.

The plan says the implementation of the Five-year Socio-Economic Development Plan 2006-2010 is the task for all levels, sectors, organizations, units and people. 

The plan nominates The Standing Committee of the National Assembly, Council for Ethnics, Committees of National Assembly, Delegations of National Assembly Deputies, National Assembly 

Deputies, People Councils and People Council’s Members of all levels should heighten 

their responsibility to monitor the implementation of this Plan. 

When passed, the Vietnam National Assembly called upon the entire Vietnamese people, civil servants, and soldiers throughout the country and Vietnamese people who live abroad to 

make contributions to the task of reforming comprehensively, achieving goals, targets of 

the Five-year Socio-economic Development Plan 2006-2010. 

Stakeholder engagement and participation

The plan promises to improve awareness of environmental protection through better education and communication for the Vietnamese people so they are more aware of and responsible for environmental protection, seeing this as the whole society’s responsibility. This includes the introduction of environmental contents into the national education system. Emphasis will also be given to training staff for provincial, city, district, commune and ward levels, providing them with new knowledge of environmental protection at local levels.  

Rights and tenure

Although not specifically discussed, the plan does promise to conduct a fundamental study of social, religious, and cultural heritage in the sensitive areas 

of Central Highlands and South West. The aim of the study is to stabilize the security and political situation, preserving and promoting the cultural identity of the nation.  

Compliance (incentives and enforcement)

The plan acknowledges that the policy and legal system for environmental protection needs to be completed, promising to review and revise legal documents on environmental management. 

MRV

The plan calls for a study in order to ensure that information of natural and 

social resources and environment is collected, processed and managed in an adequate, 

accurate and consistent manner. The results of the study are expected to inform local, sectoral and national strategies, plans and projects for sustainable development. The plan also says it will complete the measuring, drawing and refining of topographical maps with basic scale for the 

whole country and supplement maps with large scale for key economic areas. Cadastral maps are also to be completed to serve the development of cadastral records and the land information system. By 2010, complete maps should be available recording the current status of land use, assess quality of soil, complete and modernize cadastral records; develop and implement land use plans for 2006-2010 and orientation towards 2020.
