MONRE includes various functional departments with state management mandates. Its state management functions apply to land; water resources; mineral resources; The environment; and hydro-meteorology. Another mandate of MONRE is to coordinate with ministries, ministerial committees and government agencies in providing guidance for implementation of resource use and environmental protection in the sector areas managed by these ministries and agencies. In regards to REDD, MONRE is responsible for the National Inventory on Greenhouse Gas Emissions. It is the focal point of the implementation of the National Target Program to Respond to Climate Change. It also has responsibility for land use rights.
