The National REDD+ Steering Committee was established in January 2011 to coordinate the REDD+ implementation between government agencies, private organisations, civil society, NGOs and international partners. The NRSC is chaired by the Minister of the Ministry of Agriculture and Rural Development (MARD) and contains representatives from the Office of the Government, the Ministry of Environment and Natural Resources, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Foreign Affairs, and the National Ethinc Committee.
The Vietnam REDD+ Office, within the Vietnam Administration of Forestry (VNFOREST), was also established in 2011 and serves as the standing office for the NRSC.
The NRSC is tasked with proposing policies on, and solutions to, REDD+ issues and carbon credits, to MARD and the Steering Committee of the National Target Programme to Respond to Climate Change (NTP-RCC). The NRSC is not designed to duplicate the tasks of the Steering Committee of the NTP-RCC, but aims to support it, and MARD, in the facilitation and coordination of REDD+ implementation among the different ministries in the agriculture and rural development sector. The NRSC collaborates with the relevant line ministries, localities and organisations on the management and coordination of REDD+ initatives, and also directs the implementation of the National REDD+ Action Programme (NRAP).
