10.45: First session – Announcements for fast start funding and early action for forests

Co-chaired by Minister Jean-Louis Borloo and the Minister of Environment of Brazil, Carlos Minc, and

introduced by the Federal Minister for Climate and Energy of Belgium, Paul Magnette

Objective: to strengthening and, where possible, to enhance the fast start funding announcements made in Copenhagen for forests and climate (communiqué of 6 countries committing jointly $3.5 billion of fast start funding for forests over the period 2010-2012) and also announcements of national action on REDD+ by developing countries

11:45: Second session - Coordination of fast start funding and early action for forests

Co-chaired by Minister Jean-Louis Borloo and President of the National Council of Climate Change in

Indonesia, Rachmat Witoelar, and introduced by the Minister for the Environment and International

Development of Norway, Erik Solheim

Objective: to agree on the need for effective coordination of fast start funding and early actions; to create a lighttouch "secretariat" to ensure transparency and analysis of fast start funding and actions on REDD +; and to agree on a code of conduct.

13:00: Lunch

Over lunch two presentations will be delivered on forest management planning by the consulting firm FRM and on forests remote sensing by SPOT Image.

14h30: Third session - Towards the long-term international REDD+ mechanism

Co-chaired by Minister Jean-Louis Borloo and the Minister of Environment and Tourism of the Democratic

Republic of Congo, Jose Endundo Bononge and introduced by Ambassador Kevin Conrad, special envoy for the environment and change Climate of Papua New Guinea

Objective: Building on progress made within the UN framework, to prepare for the long term REDD+. To let Ministers’ views converge on principles, including governance, that should frame the mechanism for the longer term.
