The Decree states that it "is issued for the purpose of implementing the Land Law relating to the management, protection, use and development of land in an efficient, peaceful, and fair manner as well as ensuring the compliance with the set-targets and the uniformity of practice throughout the country."

The Decree charges the National Land Management Authority with coordinating with line sectors and local administrative authorities to create conditions for the promotion of land development.

Related to the granting of land use rights, it dictates that any individual or organisation willing to use the land shall submit an application to the land unit at village level, which shall then forward it to the district/municipal Land Management Authority, who will scrutinise the application and, thereafter, submit it to the district/municipal administrative authority for consideration within the scope of its jurisdiction.
