Mitigating Climate Change through Sustainable Forest Management and Capacity Building in the Southern States of Mexico (States of Campeche, Chiapas and Oaxaca)

The project aims to contribute to climate change mitigation through improving forest management, for both a reduction in emissions from deforestation and an increase in forest carbon storage potential, while enhancing adaptation and resilience to climate change effects on forest ecosystems. The project is active within the highly marginalised regions of the states of Campeche, Chiapas and Oaxaca

The project has three components: 1) Carbon monitoring capacity building in local communities; 2) Pilot projects to increase carbon stocks (by financing forestry and agroforestry activities under sustainable forest management); and, 3) Institutional capacity building. 

The pilot projects aim to generate lessons in order to help the National Forestry Commission (Comisión Nacional Forestal, CONAFOR) scale up to the regional and national levels.

Management and coordination

The project will support the country’s Special Program on Climate Change (Programa Especial de Cambio Climatico; PECC). The IFAD/GEF project will work in close coordination with CONAFOR and will be executed in permanent coordination with the Ministry of the Environment and Natural Resources (Secretaria de Medio Ambiente y Recursos Naturales; SEMARNAT) and the National Institute of Ecology and Climate Change (Instituto Nacional de Ecologia y Cambio Climático; INECC).

SEngagement et participation des parties prenantes

Under the proposed project preparation, awareness-raising, consultation and validation are identified as specific activities. Workshops with key stakeholders aim to inform about the project and validate the project strategy and scope in a fully participatory manner. 

Droits de propriété et droits fonciers

Land on pilot project sites is under the ownership of ejidos and communities. Given that the project seeks to complement CONAFOR’s assistance to local communities and ejidos it will be required that a clear and effective strategy is developed to avoid disturbing local traditions. 

Garde-fous

The associated IFAD-Government of Mexico 'Community-Based Forestry Development Project in the Southern States' will support those areas needing institutional or social strengthening, while environmental issues will be addressed by the GEF grant. The project aims to deliver many co-benefits that include: (1) climate change mitigation; (2) biodiversity conservation and sustainable forest management; (3) adaptation to climate change; and, (4) rehabilitation of degraded land and soil.
