FSMP
was developed in 1995. It outlines strategies for the development of the
forestry sector until 2020 and includes 10 development programs outlining
actions to develop forest conservation, multiple-use management of forests,
commercial forest plantations, agroforestry, NWFPs and bio-energy. It also specifies
institutional support programs including the development of legislation and institutions,
human resources, research, extension services, and monitoring and evaluation.

Management and coordination
FD under the Ministry of Environment is responsible for management and coordination of the FSMP.
SEngagement et participation des parties prenantes
The FSMP was developed with the involvement of various stakeholders including the Forest Department, other Government departments, universities, NGOs and other national experts. The FSMP has identified the FD, DWC, other government agencies, forest-dependent people, farmers, rural communities, local forest industries and NGOs as development partners in the forestry sector in the country.

The plan foresees active participation of the non-state sector groups (rural people, communities, NGOs and rural industries) in successful forest management and protection.
It also supports the concept of multiple-use forests where local communities and organized forest users’ groups will play a key role in management.
Conformité (incitations et mise en application)
The state must continue to be the highest authority in the forestry sector, responsible for law enforcement, and management of the protected areas.
Local communities are encouraged to use multiple-use forests for sustainable consumption of wood and non-wood forest products. Permanent Forest Estates are to be established with clear demarcation of different forest categories including multiple use forests for local community use.

FSMP promotes partnerships to ensure effective conservation and management. Activities include re-allocating forestry functions in the field, increasing capacity of field agents, and strengthening institutional collaboration among others. The National Forest Policy was formulated in 1995 to ensure the implementation of the strategies identified by the FSMP.
